
The super mega fraudster and sadistic Psychiatrist Joseph Spiteri
With extensive documented evidence, more than enough for a long time, I present the case of Joseph Spiteri, Deputy Chairman of Psychiatry, whose actions raise serious ethical and professional concerns. Yet, no one has dared to act. Were all reports to the Ombudsman, the Police, and other authorities in vain? Thanks to his powerful connections, he continues to enjoy total impunity.
Around €5000 to Fake It: The Psychiatrist’s Price to Exit Work and Enter Welfare
Sometime in the year 2024, it happened that a patient who had previously spent time in prison ended up in the same Male Ward 1 as me. Noticing that I was almost always holding a book or a pen, he confided in me, asking whether he had made the right decision in allowing them to label him as mentally ill to avoid spending nearly the rest of his life in prison. He still had many pending court cases, not to mention the legal fees they would entail.
I told him that he would likely end up being prescribed some kind of injection, perhaps every fortnight, so that when he appeared before that typical fake tribunal, magistrate, or judge, they would be more "favorable" to his requests.
Having gained his trust, I later asked him about an article on Simon Mercieca's blog, which mentioned that psychiatrist Joseph Spiteri had been dismissed from his role as a prison psychiatrist because inmates were paying him large sums of money to get them boarded out and even declared unfit for incarceration.
The following is a transcript of our conversation, translated into English:
Me: Is it true what Simon Mercieca wrote: that (Psychiatrist Joseph) Spiteri was sacked from his role in the prison because inmates were paying him large sums of money to get boarded out?
Patient: Yes, and they still do. Spiteri is some kind of head here at Mount Carmel Hospital.
Me: No, Spiteri is the Vice Chairman. Above him is Anton Grech as Chairman. Do you know how much they used to pay him?
Patient: Around €5,000.
This patient had possibly given a sum of money to Psychiatrist Joseph Spiteri, who, perhaps with the help of other fraudulent psychiatrists, submitted the usual fake court report (perizja) to have him declared mentally ill. In the meantime, the patient still attended some court sittings, where he mentioned that "Spiteri was there (testifying) / Kien hemm Spiteri."
The next step would likely have been for the patient to pay Spiteri even more "big money" to be boarded out, granting him freedom and the luxury of living like a prince, sustained by social benefits, all at the taxpayers' expense.
If Silvio Grixti was charged (though rest assured, it will most likely be a farce, and he won’t spend a single day in jail) for fraudulently granting people access to social benefits in exchange for votes to keep his corrupt Socialist party / Government in power, then Psychiatrist Joseph Spiteri is guilty of an even greater fraud. He commits perjury, gives false testimony, and submits fake reports, possibly with the help of other psychiatrists in our mafia-controlled courts, to have criminals falsely labeled as mentally ill. With a mere stroke of a pen and no scientific evidence as has always been in Psychiatry, he helps them avoid prison or get released from it.
But Spiteri doesn’t stop there. Using his long-standing fraudulent profession of Psychiatry, he takes things a step further by ensuring these same criminals also gain access to social benefits. A criminal and fraudster himself, Spiteri allows himself to be bribed (compare to this case), not only freeing these individuals but also securing them financial compensation, essentially repaying them for the "big money" they originally paid him for his services. And all of this, once again, is funded by taxpayers.
At the end of the day, it's a win-win situation for everyone involved — if you set aside, for a moment, the injections these individuals might end up being prescribed. The only real loser is the public, specifically the taxpayer, who is also left footing the bill for these medications — particularly the outrageously expensive ones embroiled in lawsuits over severe side effects — not to mention the potential hidden commissions psychiatrists receive for fraudulently prescribing them for fabricated illnesses in the first place.

Case study: Patient DL
A prime example of a patient who successfully passed both steps with flying colors is a certain DL. According to the government’s eCourts portal, he had no fewer than 21 court cases listed under his name, namely: [ 08/01/2020 (69/2014), 05/08/2015 (413/2013), 06/03/2014 (277/2012), 19/02/2014 (351/2007), 04/12/2013 (45/2006), 27/09/2013 (27/2010), 05/02/2013 (1337/2011), 27/11/2012 (208/2012), 05/10/2012 (1105/2008), 26/06/2012 (104/2004), 26/06/2012 (1051/2008), 02/12/2011 (715/2011), 28/10/2011 (851/2010), 25/05/2011 (97/2011), 02/06/2010 (22/2010), 13/04/2010 (55/2008), 20/12/2007 (1336/2006), 01/06/2006 (528/2006), 23/02/2006 (703/2005), 20/10/2005 (249/2005), 29/03/2005 (378/2005) ].
The five cases marked in bold (those in which DL was sentenced from December 2013 onward), saw the intervention of psychiatrist Joseph Spiteri. As is always the case in Psychiatry, with a simple stroke of a pen and without any scientific evidence, Spiteri fraudulently labeled DL as suffering from “Borderline Personality Disorder" (cases 277/2012, 45/2006). This diagnosis conveniently saved him from repeated prison sentences, allowing him to be transferred to Mount Carmel Hospital instead.
Thanks to Joseph Spiteri and the systematic fraud within Psychiatry, DL transformed from a ruthless, unscrupulous criminal into a so-called "mental patient" deserving of pity. His pending court cases were dismissed under the excuse of "mental insanity," (thus shielding him from prosecution for both pending cases and future crimes). Instead of facing justice, he received Social Benefits (from paying for his crimes to getting paid in social benefits, even ending pocketing more than what some say in this hospital’s occupational therapy department earn as a salary!!!), living comfortably at taxpayers' expense. In the meantime he enjoyed hospital leave, even fathering a child with a woman some said had Down syndrome or some other mental illness (he boasts that Spiteri was on vacation in Spain at the time, where he bought him clothes for the baby), only to later abandon her for that umpteenth one. Meanwhile, despite supposedly being "unfit for work," he sometimes held jobs, with all the blessing of Spiteri, while likely collecting extra social benefits under this false pretense of being “unfit" by Spiteri in the first place.
DL’s criminal activities also evolved. While he once defrauded and stole from individuals and companies, amassing numerous court cases, when later was transferred to Mount Carmel Hospital he turned to exploiting and defrauding vulnerable patients, imbeciles, and the mentally disabled, possibly on an even larger scale. Through it all, Psychiatrist Joseph Spiteri protected him with the fraudulent label of "mental insanity," preventing further legal consequences, instead of serving long prison sentences and many many more years jailed.
DL continued his cycle, say borrowing money from one person / patient to pay what he had borrowed from another, operating a sort of Ponzi scheme. And if someone finally demanded repayment, all it might take to silence them was a threat or obscene language from DL.
In May 2024, Psychiatrist Joseph Spiteri was forced to transfer DL from the Halfway House to Male Ward 1 for about ten days due to comments he made about MEP David Casa. In that ward, DL encountered one of his victims, patient JPD, whom he had previously scammed out of approximately €650 with the false promise that he would speak to Psychiatrist Joseph Spiteri (“inkellimlek lil Spiteri") to help get him discharged from Mount Carmel Hospital. This could have been something DL regularly did with inmates while in prison, acting as an intermediary to Spiteri in exchange for money to have them boarded out.
A few days later, some patient stole JPD’s smartphone from the MW1 clinic, possibly intending to sell it to DL, who was at the time looking for a cheap second-hand phone.
On the day after Christmas 2024, psychiatrist Joseph Spiteri was once again forced to transfer DL to Male Ward 1, as if to appear to have taken some action. DL had stolen approximately €8,000 from a patient's credit card after the victim foolishly trusted him with the PIN. And if he committed such crimes (this and of patient JPD) when the bank transaction could so easily be traced, imagine the even worse things he did to those from whom he borrowed money by word of mouth.
While in MW1, DL approached me, asking how long my restriction of freedom of communication order had lasted. I told him it had been a full five and a half months, simply "for writing against Spiteri and asking them to investigate him." He instantly burst into laughter, mocking me and adding, "And also for writing about me." (See him mentioned in the same link above.)
... from this facebook post ... the criminal morphed into a patient's own most sincere words: 'Consultant Joseph Spiteri is a corrupt and dirty person.' Must have been some symptom of what Spiteri fraudulently attributed to patient DL — 'Borderline Personality Disorder'. Sometimes even the wicked can utter a moment of brutal honesty ...
Rewinding to 2015, by that time, DL was already enjoying days out at Dar Frate Jacoba in Marsascala (see link below). He had by then been conveniently rebranded as a "mental patient" in that staged spectacle resembling the typical messa ‘n scena you’d expect in a nonsensical Maltese TV drama series. During this period, he reportedly went on a supposed hunger strike (see his facebook post above: "updated, press release to all newspapers ..."), as detailed also in an article at the time. Notably, the article's URL included the phrase “Mount-Carmel-patient-continues-hunger-strike-as-we-await-investigations-ON-ALLEGED-CORRUPTION", yet the word corruption was conveniently omitted from the actual text.
The article reported that DL’s leave privileges had been revoked by consultant psychiatrist Joseph Spiteri, who, according to DL, "used his power according to who was able to pay," while those who couldn't afford to pay were "threatened."
Here, DL was indirectly referring to the well-known scam (namely, the case mentioned above on Simon Mercieca’s blog more than six years later, showing how long the scam had been ongoing without anyone taking action. When Colonel Dalli finally dared to act, they found an excuse to dismiss him. Meanwhile, Psychiatrist Joseph Spiteri enjoys complete impunity): inmates seeking Spiteri’s fraudulent help had to visit him privately (if they were out on bail) or send relatives on their behalf (“send them to speak to me" / “ibghathom ikellmuni"), in other words, they had to be able to pay an endless stream of additional fees for his ongoing fraudulent services. By then, DL had likely already paid Spiteri a significant sum, but Spiteri’s insatiable greed kept pushing for more. Frustrated by this never-ending extortion, DL, himself a fraudster, found himself becoming the victim of fraud. This frustration likely led him to lash out, indirectly threatening to expose more of Psychiatrist Joseph Spiteri’s corrupt practices if his demands weren’t met (with reference to his Facebook post above, he even ends with a clear attempt at extortion: “Because the consequences awaiting him — no one can stop them” — threatening to expose what makes Psychiatrist Spiteri so 'corrupt' and 'dirty,' as well as those who benefited — but doing so would have also exposed DL himself.)
It’s no surprise that the article mentions the intervention of another fraudster, Psychiatrist Anton Grech, he too had much to lose. And, as expected, most probably no investigation ever took place, not even by then-Commissioner for Mental Health John Cachia put in the job to cover-up crimes of Psychiatrists. Nor was there any need to discredit DL’s claims by attributing them to his supposed Borderline Personality Disorder, because DL and the psychiatric mafia both knew the truth: fraudsters never expose each other when they all have something to lose.
One has to admit DL had a troubled youth, which led to prison at a young age, where bad company may have only deepened his criminal tendencies. Yet, by mingling with the 'mafia' of psychiatry and fraudsters like Spiteri, he may have become an even greater fraudster himself, following their example - especially as he saw himself as a victim of such fraud, even though it ultimately benefited him in the long run. After all, DL knows well Spiteri cannot point fingers at him or punish him, as when it comes to fraud, DL only does the basics, while for the others, being fraudsters is practically part of their profession in Psychiatry.
Case study: Patient X
Yet another patient whom Psychiatrist Joseph Spiteri fraudulently labeled as mentally ill, to save him more days locked in prison, is a certain Patient X. When transferred to Male Ward 7 in the last month or two of 2022, he exhibited aggressive behavior, frequently shouting and offending not only patients but also some staff members.
On Saturday, 17-Dec-22, during one of the last World Cup matches, he went into a frenzy, attacking another patient, RG, by repeatedly punching him in the neck from behind. A doctor was called, not for RG, but for Patient X, as he had punched RG so severely that he ended up bleeding from his hand. Despite this, Patient X continued threatening to have his revenge on and kill RG, even with the help of his cousins (recording), prompting RG to request a transfer to another ward for his own safety, which was granted.
Staff members filed an incident report and consulted Psychiatrist Joseph Spiteri on whether the matter should also be reported to the police. However, Spiteri covered up for Patient X, falsely attributing his behavior to mental illness, and didn’t even dare transfer him to another ward — let alone take any punitive action. He passed up the perfect excuse to do what he usually relished: increasing medication dosages under the guise of treating "aggressive paranoid behavior." With others, Spiteri would never have missed such an opportunity to experiment or punish. This supposed "insanity" did not prevent Spiteri from beginning to grant Patient X leave the very next week to go with his relatives outside the hospital.
The incident was later reported in an email sent to the CEO of Mount Carmel Hospital by third parties who couldn’t stand the cover-up of crime used by Psychiatrist Joseph Spiteri in handling the matter. As a result, some action was taken: Patient X was transferred and placed in Seclusion for three months until 8-Apr-23. Later he was transferred to MW1, where he appeared completely transformed, always in a happy mood. Eventually, Psychiatrist Spiteri resumed granting him leave and later transferred him to Halfway House.
As from 25-Feb-24 patient RG, who in the meantime was discharged living in some Home, ended on the Malta Police missing persons list (see also articles on media: 1, 2). Had Psychiatrist Joseph Spiteri allowed the staff to report the matter to the Police instead of covering up for Patient X, he would have for sure been a person of interest, by now it’s probably already too late to investigate any possible links.
As mentioned in the said email, “who is now going to shoulder responsibility?"
Compare this to the cases of Nicolette Ghirxi and Bernice Cassar, who might not have been killed if the Police -in our case, Psychiatrist Joseph Spiteri - had acted immediately (I'm not saying that patient RG ended up being killed, but such an outcome could have occurred).
A Glimpse Into My Struggle Amid the Favoritism Toward Patients DL and X — more to follow further below..."
In the meantime, I, who have never caused problems, offended, stolen, defrauded, punched, or threatened anyone - was transferred from one ward to another and eventually locked in MW1, a ward known for housing patients with bad behavior. My only ‘offense’ was reporting abuses and requesting investigations. As a result, I was issued one restriction of freedom of communication order after another (rofocos: 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, …). For in Psychiatry, it is not the abuser who is seen as wrong, but the one who dares to report the abuse.
When I asked Psychiatrist Joseph Spiteri, on 6-Jun-24, to fraudulently entitle me to Social Benefits - at the start of six consecutive RoFoCos (5 ... 10), he replied: 'Tell me you are sick, and I will have them issued for you' (Għidli li int marid u noħroġhomlok). Three months later, on 6-Sep-24, when I asked him again, he made the excuse that he couldn't do anything because I was still officially employed but on sick leave. Instead, he gave me a letter, dated the same day, now suggesting - in a complete U-turn - that I should first have my employment terminated. Meanwhile, his firm continued issuing me the usual sick leave certificates to send to my supposed employer.
When I checked with the Social Benefits office, they told me that before asking to have my employment terminated and possibly start receiving Social Benefits, I would first need to be declared sick, unfit for work, or boarded out.
Now, compare this to that DL, who is not only allowed to go to work every now and then but also - despite having a criminal past and serving time in prison - was fraudulently deemed sick to qualify for a full range of Social Benefits at the same time!
The case of that corrupt and incompetent then-Deputy Police Commissioner Raymond Zammitand his sons
Another interesting case is that of the notoriously corrupt and incompetent then-Deputy Police Commissioner Raymond Zammit. As one of the officers in charge of my case, he played a major role in framing me and carrying out character assassination to protect his reputation in what was arguably the most humiliating case in the history of the Malta Police Force.
At the time, he was also promoted to a position as a Prison Director. During the 99 days I spent locked in the Forensic Ward, he visited twice. About a year later, both of his sons - who were also police officers - came under investigation for irregularities and unethical practices, including their involvement in the Gaffarena-Zammit scandal. This was truly a case of "like father, like son," as they followed in his footsteps of incompetence and corruption, unworthy of the uniform they wore.
When the possibility arose that they might be expelled from the police force, both sons were conveniently and fraudulently "boarded out" under the usual fraudulent pretext of psychiatric illnesses. Suspiciously, this happened just before the inquiries into their misconduct were concluded, ensuring that they automatically qualified for a lifelong pension - something they would have lost if expelled. The Medical Board that assessed them clearly did not question whether they were actually suffering from mental illness or under the influence of any medication.
To make matters worse, one of his sons secured a lucrative job at the supposedly newly restructured Enemalta with that corrupt Frederick Azzopardi as CEO, just four days after being deemed unfit for work. His salary was an astonishing €60,000 - equivalent to the earnings of three or four regular workers. However, once the scandal became public, the job offer was revoked.
Now, let’s connect the dots: Raymond Zammit, promoted to Prison Director, likely had connections with psychiatrist Joseph Spiteri, who was involved in assessing prisoners. At the time, there were reports that inmates were paying large sums of money to fraudulently get "boarded out". Instead of investigating these fraudulent activities, Zammit seemingly participated in the scheme to benefit his corrupt sons. Psychiatry was weaponized once again in this case, allowing individuals to avoid consequences for their actions, falsely claim mental illness, and fraudulently gain access to social benefits and police pensions.
Surviving Psychiatric Abuse: My experience with this fraudulent and sadistic Psychiatrist Joseph Spiteri

Going back to my case — after so many vindictive abuses by the toxic Psychiatrist Catherine Dimech, who even denied me the chance to visit my dying mother for just a few minutes during the last three months of her agony — and despite my not giving in to her provocations, she continued increasing the dose of that venomous drug, Olanzapine, to the maximum of 20mg, causing further terrible side effects.
Finally, on 21st June 2022, after numerous fake excuses, the authorities accepted my request to be transferred to Psychiatrist Joseph Spiteri. Yet, like his predecessor Dimech, he kept me continuously locked in Male Ward 7, refusing me access even to the hospital’s main garden.
Whenever I asked the psychiatrists or doctors from his team during ward rounds for garden access or a dosage reduction, the reply was always the same: “We’ll check with Spiteri” (or in Maltese, “Niċċekjaw ma' Spiteri”). Week after week, the same response — clearly taking patients for a ride.
On 28th October 2022, I was finally taken to meet with Psychiatrist Spiteri in his office. In what was clearly an attempt to manipulate me into revealing something, he mentioned we had met before, then brought up that the police were going to speak with me — something I had actually requested. (This was also the reason Dimech, as part of her intimidation and sedation tactics, had pushed the dose of Olanzapine to the maximum after I had forwarded emails to them.) I confirmed that I was open to speaking with the police, and Spiteri gave the impression that he would follow up — but that opportunity never materialized. And this, despite the fact that he was clearly convinced that in corrupt Malta, the police would never dare prosecute him, his colleagues, or their superiors just for helping a mere patient.
He did reduce the Olanzapine dosage to 15mg and promised a gradual reduction to 10mg. A few days later, on 9th November, his team offered me access to the main garden. However, I told them I’d rather have the Olanzapine reduced to 10mg instead, and they agreed.
Later, they repeatedly came with the same offer — garden access — but when I again asked for a lower dose instead, the answer was always: “We’ll check with Spiteri.” In the end, nothing changed: I remained locked in Ward 7 and stuck on 10mg.
I was informed that Dr. Joseph Spiteri intended to place me on a newer “modern” medication. I objected, stating that they could try it themselves first. To hold Dr. Spiteri accountable and make him further aware of the systemic abuses being covered up in my case, I forwarded him these emails on 9 February 2023. These messages clearly outlined the extent of the misconduct and left him with little room for plausible deniability.
Within two weeks, on 22 February 2023, patients’ permission to keep and use mobile phones was abruptly revoked. I was already being denied access to the main garden, and this new restriction left me completely isolated from the outside world. Ironically, earlier on that same day, Raymond Galea — the Commissioner for Health within the Ombudsman’s office — visited the hospital specifically to speak with me about the various abuses I had reported. But from the start, it felt like a staged spectacle — so much so that the staff at Male Ward 7, suspecting I had reported their abuses, used that very day to push the authorities for the directive: removing patient phone access, to prevent me from ever reporting on them again.
On 27 February, I approached the Occupational Therapy team, who occasionally visited the ward, and asked to speak with psychotherapist Elizabeth Abdilla. I initially had hope, especially since she was studying Criminology at the time. Unfortunately, rather than assisting me, she further worsened my situation by informing staff — specifically Marlene Grech (NO of the ward) and nurse Joe Galea — that I had mentioned them in a negative light on my website. This led to further retaliation, with staff once again turning to Dr. Spiteri to exact their revenge.
Within days, on 2 March 2023, Dr. Spiteri issued a formal “restriction of freedom of communication” order against me — despite the fact that I had already been denied mobile access. The justification given was that I had uploaded a photo of a patient. However, the image only showed part of his buttocks to highlight the visible side effects of medication, including "eczema or inflammation of the skin (dermatitis), bleeding underneath the skin seen by red or purple discolorations on the skin (purpura)". There was nothing abusive or exploitative about the image, and I was never ordered to remove it.
In reality, the staff were instead upset by another image — one that showed NO Marlene Grech bringing children to play on government work computers. This exposure deeply angered them. In response, Dr. Spiteri covered up their misconduct by issuing the restriction order and used it to intimidate me.
Worse still, less than two weeks later, on 16 March 2023, I was transferred to Male Ward 1 — a ward known for housing patients with behavioral issues. This allowed the staff at Ward 7 to continue their abuses and corrupt practices undisturbed — free from someone like me who was speaking out.
Before this transfer, I had asked my sisters to contact the relevant authorities, including Dr. Spiteri himself, to report the ongoing mistreatment and retaliation. These efforts were part of my attempt to bring attention to what I was going through. The entire sequence of events points to a deliberate and calculated campaign of intimidation, triggered by my efforts to expose abuse and corruption within the system.
On 17 March 2023, psychiatrist Joseph Spiteri came to Male Ward 1 and informed me that he would write to the Commissioner for Mental Health to request the appointment of two other psychiatrists, along with himself, to evaluate me and determine whether it was time to grant me leave or possibly discharge me permanently from the hospital.
Later, on 24 March, Spiteri granted me permission to access the hospital's main garden, but only if accompanied by staff. However, the communication restriction was extended until 11 April, totaling 40 days — 12 days longer than the initially stated four weeks. I had to endure this extension simply because several doctors from Spiteri’s firm, possibly including himself, were on leave for the Easter holidays, delaying their availability. Had it been a matter of enforcing a vindictive measure, they would surely have found time to act within minutes.
On 16 April 2024, when I went to use the ward’s patient laptop (used to be available on Sundays at Male Ward 1), a nurse called me inside and told me: “Don’t mess things up. None of the staff wanted you in their ward. If it weren’t for us, you’d have ended up at the MPU / Tqazzizix ghax hadd ma ridek, kieku m'accettajnikx ahna kont tispicca l-MPU.” This illustrates how the authorities, by allowing the staff to continue unchecked in their abusive behavior, created a climate of hostility and hatred against me — a mere patient — for simply reporting abuses and corruption in psychiatry, which by that point had become normalized and unchallengeable.
Finally, on 2 May 2023, without any prior notice, I was taken to Dr. Spiteri’s office. There, he and his equally unethical and fraudulent colleagues — psychiatrists Joseph Saliba and David Mamo — fraudulently claimed to be evaluating my mental state. We met again on 16 May 2023, and later on 6 June 2023, when they also spoke with my sisters. Together, my sisters and I made them more aware — beyond what they already knew — of the abuses I had suffered. Wherever there were doubts, we clarified and elaborated further — going beyond what I had already explained on this website, which Spiteri had printed out in its entirety, seemingly to intimidate me by implying there was something abusive in it that he intended to challenge.
When one of my sisters asked the psychiatrists how journalist Daphne Caruana Galizia ended up with over 40 libel cases while I faced none, Spiteri hypocritically replied that it was because I’m still considered “a mental.” By that logic, anyone labeled mentally ill could be used as cover to run something abusive — like a child pornography site — and face no consequences. It’s yet another chilling rationale from psychiatry that shows how easily the "mental" label can be weaponized.
Later, when psychiatrists asked my sisters whether they believed I needed treatment, they stood by me completely. They said, with full conviction, that I didn’t need any — just as I had always said. Even through my website, I had exposed the intrigues behind the fraudulent origin of my initial psychiatric labeling and diagnosis, and the attempts to maliciously drug me for speaking out and reporting abuses. Because my sisters supported me, they were deemed “unreliable” and considered unfit to be involved in my care or potential discharge. The fraudulent psychiatric system rejected them — not because they were wrong, but because they dared to disagree with psychiatry's lies and distortion of facts.
So they kept me locked up, without informing me of the outcome of their so-called assessment. Yet, in their contradiction, they didn’t lock up my sisters — even though they supposedly shared the same “insanity” of failing to see that I was unwell. Ultimately, my sisters’ refusal to support forced treatment became the very thing these fraudulent psychiatrists used to justify keeping me confined, drugged, and silenced for even more years in a mental institution. All because I exposed what they didn’t want seen.
The threats made against me — including Magistrate Carol Peralta’s courtroom outburst, in which he said he would “smash me against the wall” — even through they couldn't deny, were dismissed as if they were once again my delusions. Just like nearly two decades earlier, when the same magistrate and psychiatrist David Cassar colluded to fabricate a diagnosis and falsely label me as mentally ill.
That’s how psychiatry works — the typical fake psychiatric “assessment” is just a formality. They had already made their decision before I even had the chance to speak, regardless of the facts, evidence, or reasoning I presented. And if they could do this to me — someone with documented, publicly available evidence online 24/7 — imagine how much easier it is for them to silence, abuse, and deceive vulnerable patients who lack access to documentation or are too disabled, isolated, or overwhelmed to fight back against the lies forced upon them.
Despite what I mentioned above, the psychiatrists — mainly Joseph Spiteri — shied away from directly telling me the false conclusion they had fraudulently reached during what was supposed to be my assessment. I began to suspect their intentions, especially as days passed and I was still not even granted unaccompanied access to the hospital's main garden, unlike other patients. To make matters worse, I was also prohibited from attending the hospital’s annual Mount Carmel feast event on Friday, 14 July 2023. The same excuse was used to bar all Court Order patients from Male Ward 1, yet similar patients from other wards — including the above-mentioned patient DL — were allowed to roam freely, indulge themselves, and enjoy the evening.
So by the end of the month, on 29 June 2023, I sent three separate emails to the newly appointed Ombudsman, Joseph Zammit McKeon, asking him to investigate:
- Raymond Galea, the Commissioner for Health within his office;
- the way patients can end up being effectively kidnapped at Mount Carmel Hospital under the pretense of psychiatric care; and
- the psychiatrist Joseph Spiteri, in particular for his alleged fraudulent actions — especially how he placed certain preferred patients on social benefits. This last concern was further supported by an external article linking Spiteri to a scam involving the early release of inmates.
Just a few days later, on 4 July, the Ombudsman replied briefly, stating that his office had “nothing to add” to what had already been communicated to me in the past regarding my case. I responded shortly afterward, pointing out that the issues I had raised, all three of them, were entirely new and had never been addressed previously.
Despite this, I continued forwarding these emails (see same link above), in vain, to various institutions, public figures, and authorities, including: the Social Security Compliance Unit (28 August), the Police (3 September), Minister Michael Falzon, who oversees Social Benefits (19 September), the Times of Malta (21 September), International Ombudsman Institute (18 December) and MEP David Casa (on 17 October 2023 and again on 6 May 2024, roughly a month before the European Parliament elections).
To make matters worse, about two months after I wrote to the Ombudsman, the social benefits scandal broke in the media — the very scandal I had been desperately trying to warn them about from psychiatric side. It felt like a cruel twist of fate, especially when I saw that none other than the already fraudulent psychiatrist Joseph Spiteri was serving on the social benefits medical board — the very board responsible for assessing whether individuals qualified for those benefits. That’s when I followed up, as I mentioned, with the Times of Malta on 21 September 2023, hoping someone — anyone — would finally listen.
But what tore me apart the most was that, just like so many times before, I was left utterly alone — abandoned to my fate, helpless in the grip of yet another vengeful psychiatrist. This time, it was this cruel and sadistic Joseph Spiteri — the very man I had fought so hard to expose and bring to justice. And yet, just a month after I forwarded for the last time the aforementioned batch of emails, on 6 June 2024, he was still free to unleash his fury on me, punishing me with one spiteful 'restriction of freedom of communication' order after another — six in total (rofocos: 5, 6, 7, 8, 9, 10). It was relentless.
It makes painfully clear just how much impunity Psychiatrist Joseph Spiteri enjoys — shielded by his powerful friends and connections — that even after I gave them more than enough evidence and tip-offs, they chose not to investigate. They were clearly convinced the outcome wouldn’t suit them and didn’t want to risk incriminating him or casting him in a negative light just to help me — a miserable patient. They preferred to let a criminal like him remain free, while I, his victim, stayed kidnapped — unjustly locked away, drugged, and subjected to further abuse at his leisure.
As previously stated, from 24 March 2023, Spiteri granted me permission to access the hospital’s main garden — but vindictively only if I was accompanied by staff. I often avoided asking staff to escort me, as I considered it too demanding to interrupt their usual routines — such as playing on their phones or chatting with one another — just for the five to ten minutes it would take to accompany me. As a result, I was frequently left locked inside.
Eventually, I discovered that other patients had been granted similar permissions — but because they were confrontational, staff took them out without issue to avoid conflict. I began asking to join them. Still, most staff had to check my file, as they had no idea I had been granted such access.
Even after my communication restriction was officially lifted on 11 April, carrying my phone often served no purpose. While most patients could afford mobile data through social benefits — or didn’t use smartphones at all due to illiteracy — I had to pay out of my own pocket. And given how arbitrarily I was subjected to restriction orders or had permissions suddenly revoked, I had no guarantee I’d be able to use the data, or for how long. So I preferred relying on free Wi-Fi hotspots. However, staff — suspecting I might report them — frequently avoided taking us to those areas solely because of me.
Aside from a brief window on Sundays when I was allowed to use the ward laptop, I remained effectively under communication restrictions, despite the so-called concession of supervised garden access.
Although I stayed calm and never reacted to provocations, Spiteri’s staff continued to deny me unaccompanied access to the garden. Ironically, it was staff complaints — from those who had started seeing me as a nuisance for occasionally requesting to be taken out — that finally led to me being granted solo access on 23 August 2023. Even then, access was spitefully limited to once per day. If I wanted to go again in the evening, I had to beg staff for accompaniment, just as I had been forced to do for the previous five months.
Only after three more weeks of this psychological pressure was I finally granted full, unrestricted solo access on 13 September. This stood in stark contrast to other patients, who — even after attempting to escape or using illegal substances in the garden — had their access reinstated within days.
But it seems that some lazy staff at Male Ward 1 began to see me as a nuisance for being an extra patient they had to let in and out of the ward to access the main garden. So when the opportunity came, they seized on a sudden discovery that some patients were allegedly bringing substances into the ward and used this as a pretext to revoke main garden access for all patients on 2 October. Despite these obstacles, I managed to write an email to the CEO on 9 October, and my access to the main garden was reinstated within two days.
Now compare this discrimination and constant provocation with the favoritism shown to the previously mentioned patient, DL (whose case I described earlier). On 6 May 2024, after uploading an abusive video, DL was merely transferred to Male Ward 1. Just two days later, he was granted full access to the main garden. By 17 May — barely over a week later, just as he had boasted — he was returned to the Halfway House with even fewer restrictions. There, instead of just 5½ hours (later reduced to 4), he had full-day (say from 6am till 9pm, some 15hours), unrestricted access to the garden. The doors were already unlocked, and staff didn’t even need to accompany him. During his stay in Male Ward 1, no communication restriction order was issued. In fact, he regularly used his aggressive attitude to monopolize the patients’ laptop almost entirely for himself.
Later, on 26 December 2024, DL was sent back to Male Ward 1 after defrauding a Halfway House patient of €8,000 by misusing that patient’s credit card, which had been entrusted to him. To create the appearance of taking action, Spiteri issued him a communication restriction order and placed him under “level” supervision with a carer assigned to monitor him. DL exploited this by treating the carer as a personal servant, constantly making demands. By 22 January 2025, the “level” status was removed, and he was again granted full access to the main garden. A week later, he was granted hospital leave again. The communication restriction — regularly violated through use of his partner’s phone — was lifted as well. By 5 February, his leave was extended to three days, and he even boasted that Spiteri personally took him out to his field. By 22 February, he was transferred back to the Halfway House — likely while the patient he had defrauded was still there, waiting to recover the stolen money bit by bit.
As for the previously mentioned Patient X (also detailed earlier), following the 17 December 2022 incident in which he violently punched another patient, Spiteri still granted him leave with relatives just a week later. He was placed in Seclusion only after third parties raised concerns with the CEO. By 8 April 2023, he was transferred to Male Ward 1. By 22 April, he was already granted accompanied access to the main garden, and within weeks, he was allowed to go out alone. On 23 September 2023, he was again granted leave with relatives, and by 26 November 2024, he too had been transferred to the Halfway House, enjoying reduced restrictions — just like DL.
Another benefit of ending up at the Halfway House is the freedom to personally collect your orders and walk into the hospital’s main garden with them unchecked — regardless of whether what you're doing behind closed doors is legal or not. Unlike me, who always had security contact the ward staff to pick up my deliveries, which I then had to open in front of them, completely stripped of privacy. So consider the endless opportunities Dr. Joseph Spiteri gives to someone like DL — a known criminal with a history of fraud — by deliberately sending him to the Halfway House. Especially given that DL has repeatedly exploited vulnerable patients to fund his extravagant lifestyle. Exploiting vulnerable patients is hardly a foreign concept to Spiteri himself.
